Publication Ethics
The editorial board of the Collected Scientific Papers of the Military Academy (Odesa) is guided in its activities by the recommendations of the Committee on Publication Ethics (COPE), including the COPE Code of Conduct and Best Practice Guidelines for Journal Editors, the COPE Principles of Transparency and Best Practice in Scholarly Publishing, as well as the Ukrainian-language materials of the European Association of Science Editors (EASE).
Obligations of the Editorial Board
The editorial board bears responsibility for deciding on the publication of submitted materials. The decision to publish or reject a manuscript is based solely on its scholarly quality, originality, clarity of presentation, and relevance to the publication's scope. The editorial board is obligated to ensure that editorial decisions are independent of commercial or other external influences.
The editorial board ensures the confidentiality of submitted manuscripts. Information about a manuscript is not disclosed to anyone other than the authors, reviewers, and persons directly involved in the editorial process.
In the event that violations of publication ethics are identified (plagiarism, data falsification, duplicate publication, etc.), the editorial board acts in accordance with the recommendations of COPE, including the COPE Flowcharts for Handling Suspected Misconduct.
Obligations of Authors
Authors bear responsibility for the reliability and originality of submitted materials. The submitted article must be an original, previously unpublished work that is not under consideration by another publication. All persons listed as co-authors must have made a genuine contribution to the research in accordance with the CRediT (Contributor Roles Taxonomy) taxonomy. Authors submitting a co-authored article are required to provide a separate file containing a declaration of author contributions clearly defining the role of each author in accordance with the CRediT taxonomy. As part of its transparency policy, the Journal's editorial office may publish and/or provide access to information about author contributions. Authors are obligated to properly format references to the sources used and to accurately cite the works of other researchers.
Authors are obligated to disclose any potential conflicts of interest that may have influenced the research results or their interpretation. Authors are obligated to declare the funding sources of the research.
Publishing (in part or in full) one's own previously published research results as new research results is prohibited and is classified as self-plagiarism.
Obligations of Reviewers
Reviewers are obligated to provide an objective, well-reasoned, and constructive assessment of the manuscript. Reviewers must notify the editorial office of any conflict of interest regarding the manuscript and, where necessary, decline to review it. Reviewers are obligated to maintain the confidentiality of the content of the manuscript under review. Communication between the editorial board and reviewers is conducted, inter alia, through the electronic document management system (EDMS), which ensures the recording and traceability of all stages of the review process.
Reviewers are prohibited from using the materials of an unpublished manuscript in their own research without the written consent of the authors. Reviewers are prohibited from requiring authors to cite the reviewer's own works without a scholarly basis.
