Peer Review Policy and Procedure
Review Model
The Collected Scientific Papers of the Military Academy (Odesa) employs a double-anonymized peer review model: the identities of the authors are unknown to the reviewers, and the identities of the reviewers are unknown to the authors. The terminology used to describe the review model conforms to the ANSI/NISO Z39.106-2023 standard (Standard Terminology for Peer Review).
Stages of Manuscript Review
Stage 1. Initial screening. The manuscript is checked by the editorial office for compliance with the Journal's technical and content requirements, including: relevance to the publication's scope, adherence to formatting requirements, completeness of accompanying documents, and compliance with the prohibition on using sources from the aggressor state.
Stage 2. Originality check. The manuscript is checked using the similarity detection system StrikePlagiarism.com. The check is completed within 3 calendar days. An article with an originality level above 75% proceeds to the next stage. An article with an originality level between 55% and 74% is returned to the author for revision. An article with an originality level below 54% is not accepted for publication, and the author(s) are barred from publishing in the Journal for a period of 1 year.
Stage 3. Peer review. The manuscript is sent for double-anonymized peer review. Reviewers are appointed by the editorial office from among specialists in the relevant field. The number of reviewers is determined by the editorial office depending on the nature and complexity of the manuscript. Communication between the editorial board and reviewers is conducted, inter alia, through the electronic document management system (EDMS).
Stage 4. Decision. Based on the results of the peer review, the editorial board makes one of the following decisions: recommended for publication; recommended for publication after revision taking into account the reviewers' comments; not recommended for publication.
Timeframes
The approximate timeframe for manuscript review from submission to decision is up to 30 calendar days. Articles returned to authors for revision must be resubmitted to the editorial office within one week.
Reviewer Selection Criteria
Reviewers are selected from among specialists who have scholarly publications on the topic of the manuscript and have no conflict of interest with regard to the authors or the content of the manuscript. If a conflict of interest is identified, the reviewer is replaced.
Editorial History of the Manuscript
For each published article, the following dates are recorded and displayed: the date the manuscript was received by the editorial office; the date the article was accepted for publication after peer review; the date of publication (release).
